Colin has extensive information technology executive experience in both Public and Private Sector small and medium enterprises while providing leadership/mentorship to assist in addressing today’s most complex Cyber and Information Security challenges. Colin is an innovative leader, specializing in the implementation of Information Technology, Cyber Security, and IT Risk Management programs using a Capability Maturity Model (CMM) approach , with deep experience in Private and Public sector as well as Crown Corporations. Colin has held senior roles with People Corporation, Manitoba Public Insurance, Great West Life and the Government of Manitoba. He was a key member of the executive team of Power Financial Corp’s Great West Lifeco. and IGM Financials’ Information Technology division, where he built and led Cyber Security programs across the Canadian and European operations, reporting to the Board of Directors. Colin was Manitoba’s first Provincial Chief Information Security Officer (CISO) where he provided leadership to a centralized Information and Cyber Security organization. Most recently, he was appointed as Manitoba’s first Assistant Deputy Minister, Chief Information Security Officer for the Government of Manitoba. After leaving the Government of Manitoba Colin was the Vice President Enterprise Information security at People Corporation where he led the development and operation of their Information / Cyber security program. Working closely with the Cyber Security Steering Committee, IT and business leader he implemented a progressive, NIST based Cyber program, CoBit 2019 Process controls program and Security operation team. This included Information Technology Risk Management, Situational awareness (SIEM), Identity and Access Management (IAM). Customer Identity and Access Management (CIAM) operational provisioning and governance, Incident response and forensics, Cyber professional service (Education and Awareness, project consulting, IT risk advisory, etc) and Enterprise Security Architecture and Engineering. Colin has a proven ability to affect positive change in highly complex, and politically charged environments. He is known as a strong and effective strategic leader, with a pragmatic approach, and the ability to design, deploy and oversee large scale programs and operating environments.
